Traditinal Diplomacy

‘Old Diplomacy’ is secrecy and exclusive. The ambassadors of each country had huge authority in those days and operated a lie and conspiracy. Therefore, it was called ‘secret diplomacy’ because even military treaty was under seal of secrecy. The then diplomacy was considered to be subject to military. They conducted diplomacy for promoting a military operation dominantly and winding up a war dominantly. Moreover, ‘Old Diplomacy’ is also imperialism and colonialism. However, the world received great damage by the Second World War, and then ‘Old Diplomacy’ was changed. Each country established the United Nations, principle of international cooperation and prohibition of use of military force diplomacy based on civilian control through an election was established, and diplomacy improved significance. ‘New Diplomacy’ is considered to be formed by change of form of diplomacy.

Therefore, ‘Old Diplomacy’ has been already outmoded, and diplomacy should be open and comprehensive in age of globalization. ‘New Diplomacy’ pursues maintenance of the territorial integrity, open-door policy, equality of opportunity, and democracy.

In addition, collect and analyze of information is necessary for ‘New Diplomacy’. Diplomacy always should be responded to changing international situation. An ambassador can guess behind words of an ambassador of a partner country and meaning as for diplomatic negotiations by grasping the present condition of every field of a partner country. It is domination in the conduct of negotiations. On the other hand, counter intelligence which prevents a leak of confidential information like ‘Old Diplomacy’ is a part of important information operation in diplomacy. I consider that maintenance of confidentiality in diplomatic negotiation is always acceptable correspondence in even ‘Old Diplomacy’ or ‘New Diplomacy’.
